when i scan a document to Word how can i make changes on the document when it
is in Word?

Scan to OCR software - otherwise the scanned insertion is merely a graphic
and Word cannot edit graphics. Office 2007 comes with Microsoft Office
Document Imaging which is a rudimentary OCR package, though it may not be
installed by default.

I followed the directions 'Create a document that you can edit', I scan into
Paint and save as a TIFF file then I create a new document in Word. Go back
to Paint and CTRL-A, then CTRL-C. I then go over to Word and CTRL-V and it
only gives me a sentence or two on the righthand side and every other line is
blank. I can edit them but it doesn't look like the original. How can I get
it to look like the original?

Instead of involving Paint which produces graphics, scan into Microsoft
Document Imaging as I suggested in reply you appended to. This will not
retain the format of the original document. If you want the format you need
rather more sophisticated OCR software, my preference being Finereader.
