I need to scan text and put it into a txt file. Is there any way this can be
done with vista. My hp scanning software that I used to used will not load
on vista.

Do you have Office 2003 or 2007 installed? If yes, go to Start > All
Programs > Microsoft Office > Office Tools, and then click on Office
Imaging. If it's not there, go to Add or Remove Programs and click Change
next to Microsoft Office. Do a custom installation and go through the list
until you find Office Imaging (or similar) and add it in to be installed.

If you have Vista Business or Ultimate (not Home), it comes with Windows Fax
and Scan:

http://www.microsoft.com/windows/products/windowsvista/features/details/faxscan.mspx

You can scan with that, but it doesn't include OCR software (the ability to
convert the scanned image to text for your txt file). So, you'll be able to
store an image in a suitable file format, but not generate the text from
that image.

If you have Office 2007, it comes with Microsoft Office Document Imaging:

That DOES have an OCR capability built in. It looks like Office 2003 has
it, too:

Unfortunately, I don't know if previous versions of Office have it. If you
don't have that, then you'll have to buy some other scanning software which
includes OCR.
