When you scan a document, it is scanned in as an image. It doesn't
matter that there is text; the computer doesn't know that. You need to
use Optical Character Recognition software to turn the scanned image
into text you can edit. Most scanners come with some sort of "lite" OCR
software so check to see if yours does. Otherwise, you can purchase OCR
software.

Think of a scanner as a specialized kind of camera. What it produces
is a *picture* of the text, not the text itself, and, since it's not
text, it's not editable in a word processor. Because it's a picture,
it opens in Paint.

If you want to edit the text, you need Optical Character Recognition
(usually abbreviated OCR) software. That kind of software looks at the
picture the scanner created, recognizes characters, and turns it into
editable text.

There are several OCR products available: OmniPage and Abbyy Fine
reader are two well-known ones. Scanners often come with "Lite"
versions of such software, and if you look around, you may find that
you already have such a product.
