Scanning an image into layers

Does anyone know if it is possable to scan an image using a HP
PSC1350xi into layers based on colors? I wanna make up some decals,
and am pullin my hair out tryin to use CorelDraw12. Do I need to use
a different scanning software, or is Corel just not capable of doing
what I need it to do? Any and all help would be GREATLY appreciated.

What are you outputting to? Are you intending on printing 4-color process or
spot color to an offset press or using an inkjet?

If you have the full version of Photoshop, you can output color separations
for 4 color printing.
