Scanner for line art and cartooning

Can anyone recommend a good mid-range (under-400$ or so) scanner that
handles line art and cartooning well?

Just about any of today's flatbed scanners are capable of scanning good line
art.
Any scanner with at least 600 DPI of resolution will work for line art.

You just must learn how to get the best results from a scanner.

In case of quality line art, one may even want to scan at 1200 PPI, so
I'd suggest verifying whether the scanner offers it and/or whether the
art requires it.
Many scanners do offer that setting, although that is not necessarily
the same as really resolving that level of detail, so there may be
differences in the actual detail captured.

Maybe the OP can test the scanner of his choice somewhere, or point us
to an example of the quality of the line art involved.
 
Thanks for your advice.
Much of the artwork I'd be scanning would be pen and ink cartooning,
not highly detailed as in an engraving, of course, but with some
crosshatching and thin lines along with thick lines and brushwork.
The two scanners that have been recommended most highly to me are the
CanoScan 9950F and the Epson Perfection 4490. I assume that if these
are very good at photo scanning, then lineart should be no problem for
them.
