If the volume is in use, chkdsk (not scandisk) cannot do anything other than
a perfuntory check, it can't fix any errors. The drive needs to be
dismounted, and generally that is done by scheduling the chkdsk to run when
the system is restarted. Then it can run before the volume is in use.

Chkdsk/Scandisk
It appears that several programs can create this problem. The culprits are
programs that load at bootup and protect your files as examples ZoneAlarm
also Nortons. If you have Nortons you will need to reinstall both the program
and go to the site (Symantec url is in your Nortons help files)and update
your LiveUpdate. There is a program on that site that has some info and will
check your system for files that may be missing.Once it is in and working
properly you will notice that when you enter the Windows desktop after
setting up to scan/check Nortons will not load until in Windows.Hope this
helps.
