I tried to install the SB16 Emulation driver under XP, and I got the message
stating that the class installer wouldn't allow it. The only reason that I
would like this to be installed is that I enjoy the classic games.

IIRC you won't be able to use it anyway because it's a DOS sound driver.

Maybe you need a fully-blown DOS emulator:

http://www.dosbox.com/download.php?main=1

Its authors claim that the Windows version even supports Vista (both 32 and
64 bit versions). I haven't tried it under Vista, but I used it briefly
under XP. Seemed OK.

Return address scrambled. Replace nkbob with bobkn.

IIRC, SB16 emulation ended with driver files written for Windows NT 4.0
Workstation. Even back then, it was not adequate for use with DOS games
running in NT's DOS box. While someone might suggest running MS-DOS within
Virtual PC, it is doubtful that the SB16 drivers are even compatible with
today's PCI sound cards.

But if you had kept an old, Intel 80486 computer around, then that would be
the ideal machine to use with classic games.

SB16 emulation was still available in versions of Windows upto Windows
ME.

By using an enhanced DOS emulation system like DosBox, you can get
SB16 emulation to work (but this is limited to very old SB cards.)

You can't install or update drivers in VPC AFAIK, but it may be an alternative
because the games could be installed on the OS in VPC. The drivers used in VPC are
legacy drivers and they may work for what the OPs needs, no promises though.
