Saving VBAOProject.OTM does not save code

I am using Outlook 2003 Pro with all of the most recent updates and bug
fixes. When I add VBA code and click Save (Menu Item or Icon) VBAOProject.OTM
does not get saved.

I know this because I have had a power outage and all code and UserForms
that were created since my last Outlook normal startup was lost. And that
happened even though I had clicked Save numerous times while working. Another
indicator is that every time I exit Outlook, if I have made changes to code
(whether I have clicked Save or not), it asks me if I wish to Save
VBAOProject.OTM.

I do not normally exit Outlook at all except when running a normal weekly
Reboot as a part of my standard backup prodcedures. But when I am developing
new Outlook code, I have taken to exiting and restarting Outlook a number of
times to be sure my code has been saved.

How can I get VBAOProject.OTM saved without exiting Outlook???

As soon as you modify a single character in the VBA editor, even if it
renders the project unable to compile properly, the .otm file is set to a
"dirty" state. And even if you save the project manually, Outlook will
ALWAYS ask to save when you exit. If you clicked Save in the editor before
exiting, saying No when Outlook prompts you to save will not lose the changes
you committed by manually saving.

I don't know why Outlook continues to prompt afer you've saved - it just does.
