Saving to a file server

We are currently improving the security of our servers.
This includes giving users access to only what they need.
We have a service department, and we allow the users to
have full access to their service directory, with the only
restraint being they can't delete any files. But Excel
seems to be creating a temp file, then deleting it after
you close the file. But since users don't have any right
to delete it gives an error message then save to a tempory
file.

If I give the users the right to delete files then
everything works fine. How can I get around this problem
without giving them the right to delete.

Unfortunately, you can't. The process of saving an existing Excel
workbook has the following steps:

1) Excel saves the currently open copy of the workbook to a temporary file.
2) Excel deletes the previously saved named copy of the workbook.
3) Excel renames the temporary file to the original name of the workbook.

There isn't any way to alter this process, so if users don't have delete
permissions to a file share they will not be able to save Excel files
(except for the very first time a workbook is created, in which case it gets
saved directly to the desired filename).
