I am planing to change operating systems from Windows 98SEand to a full
install of Windows XP Pro . How can I save and then reinstall my Favorites
and other internet settings so that I don't lose anything after converting to
XP? Thanks.

Use IE's File | Import and Export to export them to a single file which you
can save and later import.

As Frank said. To transfer other Internet Explorer settings, you may use Files and Settings Transfer Wizard.

File & Settings Transfer Wizard: http://aumha.org/win5/a/fast.php

Also note the F.A.S.T is prone to corruption especially when the image size is huge.
