Saving movie to larger file size

I have became hooked on current.tv & want to make a submission, but I have a
problem. They say to save movie for web and choose 200MB, but I can only go
up to 35MB? What can I do I am running Movie Maker 5.1 (Build2600.xpsp_sp2).

Seems to me that the file size option increases
depending on the content of your project.

What happens if you select "Best Fit To File Size"
as instructed and send the file?
