saving design changes in shared database

reports and forms, is there a setting in Access 2002 that
will allow the same?

Nope.
 
No. In A2K & AXP, you need to have exclusive access. Thus, it is even more
important to split the database to Front-End and Back-End so that you can
modify your own copy of the Front-End while other users still can use the
database.
