I set these and the next time I do it (after closing and opening the prog or
win) I have to reset them. I always use the same root for all my downloads
and usually the same root for all my file-save tos. So how can I have my xp
pro remember my settings?

This is difficult to do without using multiple registry edits for each
program. A better solution is to place the most common folders where you
save files to in the Places Bar which appears on the left of the Save As
dialog box. Once there, you can simply click this to specify the folder for
saving.

Add Folders to the "Save As" Dialog (Places Bar) Line 117
