Hello
I had a upload question yesterday, thank you to those who helped. It seems
it may be one of two things, I may need a new host but first I must try one
more thing but my site must be saved as a url (http://...) it is saved as a
file path now (C:\...). How do I change this?
Thank you.

It's changed when you publish it to a server.
Either a remote server, or IIS on your machine.

Who or what is telling you it "must" be saved as http://

A disk based web C:\... is perfectly normal

I have published this site already, and for sometime I remember a URL where
there is now a file path. I have since republished and added to the site.
My main problem is trying to add an upload feature to my site, but when I
want to allow the destination folder to accept anonymous uploads that area is
shaded in the folder properties this support article:
http://support.microsoft.com/default.aspx?scid=kb;en-us;299763&Product=fp2002
Suggests:
"NOTE: If the check boxes are shaded, verify that you opened or created a
Web. In Folder view, the first item in the Folder List pane should show a URL
(http://...), not a file path (C:\...)."

I am running FP 2003, granted this article is about FP 2002 I am assuming
this feature has not changed.

The permissions must be changed on the remote website, not the local
site.
Use File_>Open site and type in or choose the URL for your remote
site, or use Remote Site view and use the hyperlink "Open Remote Site
in FrontPage"
When the remote site is opened the folder permissions should be
available, but only if your host allows permissions to be changed.
