Most likely, the attachment you are recieving is of a type that Outlook
assumes to be 'suspicious'. Recently changes/features to Outlook and
Outlook Express restrict access to many types of attachment for security
reasons. They are trying to help people not get viruses and such so
easily. Unfortunately, they neglected to give us a "per message"
override. So, you have to change your Security settings. Problem is,
you may not be able to do that yourself if you are not the
Administrator, and or use an Exchange Server, for starters.
Basically, you need to do some research. Look at your HELP and search
for Microsoft Support KnowledgeBase articles with keywords like
'security', 'attachments'.
