Same thing here

IE opens and the MSN home page almost always displays but
when try to go to any other page it says loading but it
never does. Once in a while it will actually work but it
is hit and miss. This started happening all of a sudden
and I hadn't made any changes to my system.

Troubleshooting help recommended searcing for winsock
etc...files and renaming anything that wasn't in the
correct files....this fix worked for a day and then I was
back to hit and miss page loading.

Today I downloaded and installed XP SP2 and it is still
doing the same thing. I've tried reinstalling IE but it
tells me I have a newer version installed and the
installation cannot be completed.

Thankfully I have 2 other computers on my home network and
they are experiencing the same problems.

Any ideas would be greatly appreciated!

After following Don't suggestions go to Start | Run and type
netsh winsock reset
