WHen I opened outlook and Business Contact manager popped up to say .. do you
want to start it with outlook, it says "yes" "no" and "remind me later". I
pushed "no" and now I want it to be a part of outlook. How do I get it to
give me that prompt again?

That info, to use BCM or not, is stored in the Outlook profile.

There may be an easier way to re-enable BCM, but one way is to go to
Control Panel | Mail. Select your profile, Properties, Data Files, and
Add a BCM database. I believe that runs the same first use wizard.
