I am using a Sandisk Cruzer Mini USB Device within Windows XP SP2.
Usually there was an icon in the taskbar, "Safely Remove Hardware" which
allowed me to safely remove my Sandisk Cruzer Mini USB Device, and this
icon disappeared.
I tried to enter the Taskbar and Start Properties/Customize/
Customize Notification and change the option of the "Safely Remove
Hardware" from "Hide when Inactive" to "always show", but still there was no
"Safely Remove Hardware" icon in the taskbar. Unchecking the option "Hide
Inactive Icons" did not help.
Any help will be appreciated.

Make the Device Manager show hidden devices as well and remove all
instances of the USB stick. Then retry.
"Device Manager Does Not Display Devices That Are Not Connected to the
Windows XP-Based Computer" (http://support.microsoft.com/?kbid=315539)

With it plugged in, go to Control Panel - System - Hardware - Device
Manager and open the disk Drives section which should show the device.
D-click and on Properties, top option 'Optimise for quick removal' ought
to make SRH unneeded. Though it seems to have a mind of its own;
sometimes this is selected but SRH does come up. But provided before
removing you make sure all transfers are complete and any window on it
is closed, you ought to be able to unplug safely enough
