I can only use my pc in safe mode\with networking\with cmd promt nothing else
works.System restore is disabled.Trouble started when downloading NTL
safeguard i had already removed avg anti virus to stop conflict.HELP

I'm sorry, but this isn't enough information to give you focused
troubleshooting. First, make sure your computer is completely
virus/malware-free:

Get all tools/updates from a different, known-clean computer with an
Internet connection and a cd burner (or have a usb thumbdrive with
enough capacity to transfer the files).

If your computer is completely clean, try these steps one at a time,
testing after each:

1. Start>Run>sfc /scannow [enter]
Have your XP cd handy.

2. Do a Repair Install:

3. Do a Clean Instal:

Or take the machine to a professional computer repair shop (not your
local version of BigStoreUSA). There is no shame in doing this; I don't
hesitate to take my car to the mechanic when something is wrong.

You mention NTL - is that the cable company? - do you mean Netguard?
