have you tried pressing F8 at startup/bootup?

Yes I tried using the f8 key by clicking on it after booting at startup, but
it continues to boot normally and I cannot do anything because my cursor is
completely frozen. I really need help. Thank you

keep "tapping" F8 until your finger wears out!
start as soon as you turn on or reboot. if bar starts scrolling across
bottom or windows logo seen, you have missed it . retry. it has to work.
