I had the SoBig virus on one of my systems a while ago
and had to disable system restore. Started the system in
safe mode, removed the virus, but now I need too know how
to switch back into normal mode start-up, and turn system
restore back on.
 
Did you use the msconfig utility to start in safe mode?
To configure the System Configuration Utility to start the computer in Normal
mode
Repeat the steps in the previous section, but in step 4, uncheck "/SAFEBOOT,"
and then close all programs and restart the computer as you normally would.
or if you didn't, just try shutting down and starting normally.

System Restore
After the system reboots, navigate to the System Restore tab and turn it back
on. Click apply.
(Right click [My Computer] [Properties] then click on System Restore tab.)
Once System Restore has been turned back on, the computer needs to be rebooted
again so that System Restore can create a new point (although a manual point can
be created, by navigating to [System Tools] [Restore...] and choose [Create a
Restore Point] and then providing a name for the new restore point).
If you decide not to do the 2nd reboot this will result in the next Point being
created 'within the next 24 hours'.

Check your System Restore to see if the new restore point has been created.

GO TO START RUN TYPE IN MSCONFIG HIT OK START IN
NORMAL MODE APPLY SYSTEM RESTORE RIGHT CLICK
MYCOMPUTER PROPERTIES RESTORE CHECK RESTORE APPLY
