Safe mode system halts at IPVNMon.sys

System also freezes on CD Boot and any of the Safe Boot
Options. System has run fine for 7 months. I tried
modifying RAM on the ASUS A7N8X mother board but I have no
problems reporting from BIOS. I just can't load the O/S.
 
I am researching this problem for a friend and ran across two posts that both point to Insight ISP as the culprit:

The problem software is Visual IP Insight, and specifically, the driver file IPVNMON.SYS.

IP Insight is a utility that internet ISP's
use to monitor quality of connection. This will affect
any AMD64 system but MIGHT also affect Intel systems
that, while they don't have hardware DEP, do have a
version of software DEP added by SP2. Resolution was to
boot into safe mode and either deactivate DEP by
modifying the boot.ini file (poorer solution) or removing
the IP Insight software. Your internet connection should
still run fine, it'll just be harder for the ISP to track
down a service issue if your connection has problems.
