Safe Mode Install

Can programs be installed in safe mode ? If not, what are the prohibitions
and their cause. I am asking this because on every install you get the
warning to shut down all currently running programs.

Yes, you can install in safe mode.
Not saying it not a bad idea, but I rarely had an install go 'funky' when
not in safe mode.

Turning off your antivirus program while installing should prevent most
things that go wrong. If I install something like a Norton product I use a
Clean Environment rather than safe mode. This involves turning off all
non-Microsoft services and programs temporarily by using checkboxes in the
msconrfig tool. It is easy to do and you do not have to go into safe mode.
