S-video out port to another vga monitor?

I have been on the hunt for answers...
1.) Have: AtiGFX card with 1vga port and 1s-video port

2.) Wondering if it is possible to convert the signal from the s-video
port to another vga monitor via an adapter/converter

3.) If so, what kind of quality can I expect.

4.) Hoping someone has tried this and has time to reply with informed
answers...

It's possible - just google for "video vga converter". I tried it out once
for displaying a presentation from a notebook on a large video screen, but
it looked horrible.
 
It'll still be horrible. You won't be able to read any text unless you set
the resolution to 640x480 or less. 640x480 looks pretty bad on a 17" monitor
as it is.

For the price of a S-video to VGA adapter, can't you pick up a cheap PCI
video card for $2-$3 on eBay?
