Runtime error

I have a HP laptop that has started to give me this runtime message.
Saying this program is not compatible with this computer and when I start up it brings this message.

C:\Windows\SMINST\BLService.exe

Saying it's a runtime error then it goes to somewhere else and tells me this service is going to close, then sends a message saying it's closing.

It comes up every time I open the computer.
What do I do with it?

Obviously this is not a Microsoft Access error. You might do better in an HP
newsgroup or Windows newsgroup. This newsgroup is dedicated to the Microsoft
Access database product.
