Runtime Error Message

I have a user name set up for my children to log into the
computer with the settings I made for them. I am not sure
what happened but they are not able to pull up Internet
Explorer. An error message stating runtime error c++!
program:c:\program files\internetexplorer\iexplore.exe
comes up. I can not even access the setting or search
tools to look for the file when I log in under there user
names. Any info would be appreciated.
