Control Panel uses some web components to display, and the error you are
referencing sounds like a rendering error to me. You might want to try the
following:
1. Go to Start- Run and type 'control appwiz.cpl' and press Enter. Do not
type the quotes.
2. Select the entry for Internet Explorer. This should give you the option
to uninstall or repair.
3. Choose Repair and let it run.
