running program locally

Good day experts! Need your help.

This is quite unusual or this is the first time I
encounter this problem. One of our officer with Toshiba
Laptop (Windows 2000 Pro OEM)has problem.Everytime he
runs a program the systems will prompt 'you may not have
permission to run the program...etc'. Then you need to
choose if the current user or another user (administrator
built-in account) will be used. The current user has
administrator privileges. So I am wondering why it needs
confirmation when it is just running a program locally
installed. What do I need to removed the prompt? Also I
noticed that when I choose the administrator to run
certain program including programs in the control panel
it won't run.

Please send me instruction on how to resolved this
because re-installing the OS is the last thing the user
wanted us to do.
 
If this is a domain computer, make sure that the user's domain account is in the
local administrators group. Since you are experiencing strange behaviors be sure to
run a virus and parasite scan on the computer to make sure it is clean and also try
booting into safe mode to see if the problem goes away and if it does you have a
start up application/service that is the problem. If all else fails, see the link
below on how to use secedit to reset security settings back to defined default levels
which may help if administrators account has somehow become restricted via
ntfs/registry permissions or loss of user rights. --- Steve
