What folder is it in?

Could be a Symantec thing, but I couldn't find anything on their web
site, or my own PC.

Yes, it's one of the new files installed with the Norton Antivirus 2004 WMI
update, which is to support SP2's Security Center. Unfortunately, for such a
small file, it seems to suck up a lot of RAM (45MB right now for me) and
more than its share of CPU cycles. For such a trivial function, it's
probably worth considering uninstalling the Norton WMI Update.
