running older programs on XP Pro

I heard there was a setting that I can change to run older programs from
95-2000, is this true and where could I find it. Is it risky?

1. Open XP's "Help and Support Center".
2. In the Search box type: COMPATIBILITY , and hit enter.
3. Click on the topic titled: "Getting older programs to run on Windows XP".
