why do u want to run it with the system account? u can run it as local Admin by right clicking it and select Run As. u need to run it interactively.

I want to be able to run gpedit with an account that cannot log on
locally to the computer.

I have a locked down computer. I want to be able to log in as a second
admin with every rights to the system. and i want to run gpedit (while
logged on as the second admin) as another user, but i dont want this
user to be able to log on to the computer.
