Running application for certain user

Hi,
we tried to configure user for TS windows 2003 to run a application everytime
it login and logoff TS when the user closes the application.
from gpedit.msc/ User Configuration /Adminsitrative template/ Terminal
Services / Start a program from connection.

but this setting apply to all Terminal services user,including the
administrator login.
anyone know how can we limit this a few user only ? and allow admin to
perform any activity.
