That depends entirely on what capabilities your network already has,
whether you want/need to pay someone to build and/or maintain it, etc.

The cost could be $0 if you have the complete computer, internet
connection, router w/integrated switch, and run a free OS like Linux.
This also assumes your internet service provider allows high-volume
uploads instead of charging additional fees, which of course would
need be applied to the budget if applicable.

Give us A basic description of what parts and/or computer you have
available to be this server, the anticipated load on the server,
upload bandwidth, typical size of files, etc... in other words, a
server doesn't "need" to be anything special, especially compared to
today's modern PCs, which are usually *more* than needed for a simple
fileserver, though for the video clips it'd help to have a lot of
memory.

Then there's the issue of redundance, if you want RAID mirrored
drives, or redundant power supplies, etc.

Of course I've only been thinking about a locally-based server,
certainly there's the option to just let someone else host it, the
cost of which depending on whether you need your own domain name and
how much storage space, monthly bandwidth needed. So, it varies
depending on exactly what you want to do, more detail is needed.
