That should not be happening. Time to check for viruses and spyware.
General information:

Go through these general malware removal steps systematically -
http://www.elephantboycomputers.com/page2.html#Removing_Malware

Include scanning with David Lipman's Multi_AV and follow instructions to
do all scans in Safe Mode. Please see the special Notes regarding using
Multi_AV in Vista.

http://www.elephantboycomputers.com/page2.html#Multi-AV - instructions
http://pcdid.com/Multi_AV.htm - download

You can also check to see if there are targeted removal steps for your
malware here:
Bleeping Computer removal how-to's -
http://www.bleepingcomputer.com/forums/forum55.html

When all else fails, run HijackThis and post your log in one of the
specialty forums listed at the first link above (not here, please).

Not all tools used will work in Vista and you will need to run them
elevated. Since Vista is so new, it will be a while before removal
techniques and tools are developed. If you are unable to remove the
infection by following the general steps, register at one of the
HijackThis forums as suggested.

Standard caveat: If the procedures look too complex - and there is no
shame in admitting this isn't your cup of tea - take the machine to a
professional computer repair shop (not your local version of
BigComputerStore/GeekSquad). Please be aware that not all local shops
are skilled at removing malware and even if they are, your computer may
be so infested that Windows will need to be clean-installed. Have all
your data backed up before you take the machine into a shop.

Could this problem be caused by an IE add-on?

You should go to Start Orb > All Programs > Accessories > System Tools >
Internet Explorer (no add-ons), and enable add-ons one by one to determine if an
add-on is causing this problem.

That's almost certainly an add-in for IE causing that. Whether it is
malicious or not is hard to tell. Please do the following:

1. Hit CTRL+SHIFT+ESC to launch Task Manager
2. Optionally, you may want to click "Options" in Task Manager and uncheck
the "Always on top" option. Also, ensure that the "Command line" column is
shown. If it is not, click "View:Select columns..." and select it.
3. Launch IE and accept the elevation prompt (I presume you have done that
in the past so it probably won't harm anything to do it again."
4. Go back to Task Manager and find the RunDLL32 process. Scroll over to the
command line. Copy the entire command line into a response to this post. I
know it is long, but that will help us figure out what it is that is
executing. You will need to retype it as there is no copy and paste feature
in Task Manager.

If you feel industrious, download and use Process Explorer instead of Task
Manager. It has a copy and paste function, eliminating the need to retype the
command line. You can get it at:
http://www.microsoft.com/technet/sysinternals/ProcessesAndThreads/ProcessExplorer.mspx

Try this: In I.E., goto "tools >internet options>connections and click
"setup" The prompt will say you're ready to be connected to the internet do
it and ignore the fact you are ... close IE, then open it again. (You're
setting a registry switch that's "bugged up")
HKEY_CURRENT_USER\Software\Microsoft\Internet Connection Wizard

make sure "Set Completed" to 1

I am having the same problem, however I have already run 3 different spyware,
maleware, and ant-viral programs. All with no luck! I have scanned the file
with two of the anti-virus programs I have and it finds nothing! I don't
know what to do!! Can someone put me on the right track?? I don't want to
keep answering the security prompt!!
