The version in question is 7.7.5.1, the very latest, and legitimate-
purchased direct from Nero and fully updated.
It is in from this that 'Problems Reports and Solutions' diagnoses
that the
problems described are attributed to Nero7, specifically to Video
Codec;
advising also that Nero offer no solution to the problem. Direct
contact
with Nero elicited no response either.
The question asked in my first message remains- What is Rundll32 and
is it
important? I find that the error message repeats incessantly when I am
attempting video editing, where it seems to slow everything down, and
to
affect the quality of replay. So I need to know whether Nero is
responsible
for this or whether it might be some other incompatibility issue
(e.g..Adobe
Premiere Elements)

It could be that you just didn't install the very latest version. The only
way to get the latest version is to purchase it direct from Nero. If
versions changed from yesterday to today, you will get the new version.
If you already have paid for version 7.whatever, go get the latest
upgrade. Install the upgrade using the serial from your previous
7.version.

I also had a problem with video previews/thumbnails due to Nero 7.5.9.
It seems that two video codecs in the Nero common files directory was
screwing with default codecs. To fix the codec errors you have to
rename two files in the the following dir......C:\Program Files\Common
Files\Ahead\DSFilter\
rename the following two items:
NeVideo.ax - rename this (for example 1NeVideo.ax)
NeroVideoProc.ax - also rename this (for example 1NeroVideoProc.ax )
