HELP! Iv got this annoying message that starts every time i turn on the computer it says

hi. running windows xp. I had just run system restore to send my pc back to factory settings as i was getting broardband and wanted to clear everything up as my pc havent been on internet 4 a year or so. and that message just pops up when starting up.
