Run two Links toolbars?

Is it possible to set up two separate Links toolbars, with a different
set of links on each?
 
The links folder is a system folder do not think you can change this.

What I do also is I have a Favorite folder called MyLinks and I place it the
first on the Favorite folder list. It's easy to get to it.

Thought maybe I had a solution - rename the Links folder, then rename
the other folder as Links. But when I bring back the original Links
folder, the order has changed to alphabetical (which I don't want).
Other than renaming each of the links, any way to lock the original
order?
