Run - time edition

I recall with Access '97 there was a 'developers' edition
where an Access database could be turned into a 'run-
time' version which could be used by people who didn't
own Access.

Is such a product available for later editions of Access
(particularly Access 2000)??

Yep, but it's not a separate add-on kit anymore. It's a complete version of Office
called the Developer's Edition. I don't think a non-developer's version can be
easily upgraded to it (at least in terms of pricing). MS might require you to buy
the DE outright even though you already have a different version.
