Run program without framework

I ever found a website that provide the technology of running program
without installing framework, but now i forgot the URL, does everyone know
the technology and the website?

I am new to .NET programming...

Clear something up for me please... If I write a program with VB.NET
2003 the client computers have to have the .NET Framework installed to
be able to run the program?

creating Win32 images.

I would not use any of these solutions and instead install the .NET
Framework.

There is a difference, .Net is more like a servicepack, it will be on newer
versions standard.
