How do I configure a file (program) so that when executed it will always
start "On Top" of all other applications?

Not built into Windows. Go look for 3rd party software, like:

(I don't use any of them so I'm not recommending any of them.)

I think it needs that feature built into the application. The "Always on
Top" (as for example the Task Manager) is a feature of Task Manager itself,
not Windows generally.
