Run Dll as App error XP add/remove

Hi,

I have windows xp sp3 on a EEEPC Asus netbook. I have the following
problems.

1. after trying to start add/remove programs, I get the 'Run DLL as
APP' error.

2. also i've noticed my favorites list in IE does not work, and I
cannot add any
new ones that can be saved anymore.

I've looked on the net and found some reference to 'user account' but
I don't
think that is my problem. I have not changed any accounts.
I have tried 'restore' wizard and that did not work. I have also tried
running
the app from the RUN menu and that did not work.

Is this a registry problem? Can I fix this?

You could try a System File Check / Scannow. Insert the XP setup disk
first.

Concerning your Favorites, they may have been misplaced. See this page for
the correct folder path:
