Create a OU for users, another one for admins.
Apply GPO to first OU and go to -> User settings -> Administrative
Templates -> Startmenu and task bar -> Remove "run" from start menu.
And I think it's a really bad idea to use a server as a workstation.
Really very bad idea.
You can also use filtering to exclude groups from the effects of group policy by setting the Deny Apply Group Policy permission on the Security Tab of the GPO linked to a single OU that has both groups in it (like a "servers" OU). In this case you'd set it for the Admins group.
