"Run as"

I am using Windows XP Professional SP 2.
When I try and run a application such as, to name a few: Mozila Firefox or
Catalyst Contrl Center or Microsoft Visual C++, I have to right click and go
"Run As" and uncheck the box with "Protect my computer and data from
unauthorized program activity" and this is the only way the program will run.
How do I remove this its very annoying. Plus I can't even run some
applications like Catalyst Control Center even when I do this. I am in
administrative account and it still does this. I also have a small network
setup with the other computer in the house.
