Because you can only Run As Administrator and you are already logged in as
Administrator?

I also have troubles with this. I found a workaround by starting a cmd.exe
window using the "runas /user:domain\user2 cmd.exe" this will start a cmd
where you can start running programs as user2. You can also start other
programs using the runas commands directly, but I prefer running a window as
another user.

By the way, very annoying that one no longer can drag and drop programs to
cmd-window and get the full path to program :(

I am logged in as an admin, but I want to "run as" using a different
domain ID. Different IDs have different access for app purposes, so we
need this functionality...

So even logged in with a regualr user ID, I cannot use the "run as
administrator" feature. I choose that option, and it just opens the
app without prompting for an ID. UAC is off, and I suspect our
production PCs will also have it turned off.

If you have UAC turned off, the you will not get any prompts for ID. Try it
with UAC turned on, then you will get the prompts.

You can however shift-right click files and "Copy as Path". Shift-right
clicking folders can also reveal the option to start a command prompt at
that folder. That used to be an optional powertoy in XP.

There is a group policy to change this behavior. Start GPedit.msc and under
Windows Settings | Local Policies | Security Options | then scroll down to
User account control and you can change those behaviors.

thank you very much josh. i guess i shouldn't complain just yet, as I've not
read the latest GPO descriptions.
