Run As Command Starting IE

Whenever I startup Internet Explorer it starts with a Run AS Command box.
Is there a way to shut this off, it is annoying. I asked my IT Dept. for
help but they are not sure how to do it. So I am asking anyone here if they
could help. Thanks!!

Windows version?
IE version?
 
When you double click the IE6 icon a RunAs box appears?
Go to Tools | Internet Options | Advanced and uncheck "Enable third-party
browser extensions" and then close and reopen IE.
