I have a web server running cold fusion. Someone wants to be able to
provide a web interface that runs a program on another computer.
Both computers are running windows. The web server is running 2003 and
the other probably XP.
Any solution needs to take into account institutional security needs.
The owner of the web server does not want this app residing on his server.
If these were running any UNIX operating system it would be easy.

Is this a matter of just launching some executable on the other computer, or
are you talking bout an interactive program through the browser?
