Run a full system scan in Safe Mode?

Can anyone tell me what the Safe Mode is? The Spyware
such as IBIS always come back after scan. Someone in this
forum suggest to "Run a full system scan in Safe Mode
(press F8 before Windows screen during boot/reboot)".
Does this Safe Mode means Operating System Sate Mode?

Safemod is only windows drivers and system item will run
in when using other software in safemode some may work
and some may not, anti-virus programs catch a lot more
viruses in safe mod it harder for these reg/files to hind
from it, same for any anti-adware doing a scan in safemod
is best do it like ever 2weeks or weekly using anti-virus
programs 2 types and anti-adware/spyware to catch them
too.

restart system to get into safemod as the system starts
up you see text type in the windows at the time start
tapping the F8-key real fast till you see a option to
pick safemod use it, you most be adminstation to work in
safemod using software in.

not all software will run in safemod no Cd-writer or
using some type of music/movie player only basic working
software will work in safemod.
