Rumored "Secret" Windows File

I've heard for years about a deeply hidden Windows file that can't be
deleted and that contains records of every file ever opened, every Web site
ever visited, etc. Supposedly only some third-party "utility" like Evidence
Eraser or some such can clear this file.
What's the truth about this rumored secret Windows file? Why wouldn't
clearing the History and TIF folders be sufficient to "cover one's tracks"?

Who supposedly has access to this hidden file?
Microsoft? I seriously doubt that they care which web
sites we visit!

Evidence Eliminator is crapware. Look at how it advertises - spam.

Anything EE refers to, I would disbelieve. Ignore it, but use common
sense.

DO:
Get adware / spyware protection like AdAware or Spybot S&D.
Get virus protection.
Harden your browser.
Manage your cookies.
Purge your cache periodically.

DON'T:
Take advice from crapware or crapware ads.
Apply patches that are emailed to you.
Connect to the internet without a layered protection strategy.

Paranoia comes from experience - and is not necessarily a bad thing.
 
I don't know of any applications (other than malware) that records every
web site in a secret file. However, you can hide data in NTFS completely
away from the GUI in "alternate streams". This feature can be used to
hide malware.
