Rules working Order?

When I setup a rule to MOVE an email coming in from a certain person, I would think this would end the process of working on this particular email. In my case I have a later in the order of rules to move all emails between 0 and 20000kb to a different folder. Basically - I want to more all incoming email out of the INBOX and into different folders. What appears to happen is since the incoming email meets both requirements the email is moved in to both folders. What is the purpose of an order if all rules are checked
Anyone have any ideas

This is normal behaviour. You forgot to select "stop processing rules"
action for the rule
