Rules won't forward to SMTP account

I'm trying to get a rule to forward to my yahoo account
with any luck. The problem must be with my exchange
server, because I have tried with two diffrent PCs and
several diffrent SMTP accounts. Im using outlook 2002
and Exchange 2K. I can make the rule work to a internal
address only and there are no errors that pop up and
nothing in the event veiwer. It just doesn't do
anything. Same goes for the run now.
 
By default Exchange doesn't automatically forward to an Internet account for
safety reasons. You'll need to allow automatic forwarding to the Internet on
the Exchange server.

Where can that setting be found?

Anyway;
Start Exchange System Manager-> Global Settings-> Internet Message Formats->
right pane double click "Default"-> tab Advanced
